This is an extract from the TRansportation Information and Planning Support (TRIPS) mainframe database for Federal and State Functional Classifications along State Routes. State Route identifiers and locations based on State Route Mileposts and Accumulated Route Mileage are also included for geographic reference and for use with the Washington State Department of Transportation's 24k and 500k Linear Referencing Systems. If you need to calculate lane miles or centerline mileage, please make sure you are aware of this. Otherwise, you could inadvertently come up with inflated values. Roadway Functional Class (FC) Route events depict the FHWA approved Functional Classification for Washington State Highways as reported in the Highway Performance Monitoring System (HPMS). For this update, all approved FC routes for calendar year 2017 are included. Additional information can be found in the "State Highway Log", Electronic State Highway Log Data Definitions.doc, and the DOTarmcalc01.txt through the Point of Contact below. This data reflects the published State Highway Log Planning Report 2017. Note to Users: Complete line work is provided for increasing and decreasing directions of travel. There are areas where increasing and decreasing directions of travel are depicted as overlapping each other. If you have questions as to how to correctly calculate lane mileage or centerline mileage, please contact the Business Data Steward. ---------------- Functional Classification System Descriptions and Groupings (From the HPMS Field Manual February 2010) FHWA focuses scarce national resources on the most important roads and highways in the Nation. This practice has been in existence on a national level since the 1960s and guidance documents have been issued several times. The FHWA's most recent comprehensive Functional Classification Guidance Document was published in 1989 and can be found at www.fhwa.dot.gov/planning/fctoc.htm. This document should be used by the State Departments of Transportation as a conceptual reference in updating and maintaining their respective Functional Classification (FC) Systems. Functional classification is the process by which streets and highways are grouped into classes, or systems, according to several factors that contribute to the overall importance of a given roadway to a region or area. All streets and highways are grouped into one of seven classes, depending on the character of the roadway and the degree of land access that they allow. The seven functional classes are represented by a one-digit code: Code Description 1 Interstate 2 Principal Arterial - Other Freeways and Expressways 3 Principal Arterial - Other 4 Minor Arterial 5 Major Collector 6 Minor Collector 7 Local This is a change from the past two-digit code. One code will be used to represent a similar type of road whether it is located in an Urban or Rural Area. Updated guidance concerning the Functional Classification of Highways was issued by FHWA in October 2008. The process of functional classification is essentially the same as before. Ongoing research and discussion are occurring and additional documentation and resources are planned to be released at a later date. With the above changes in Functional Classification Code from FHWA there is no longer an emphasis on whether a road is urban or rural, it maintains the same classification. Within the WSDOT database TRIPS, the old two digit FFC code was used to distinguish between rural and urban State Route Mileage reporting needs. To maintain this ability in TRIPS, a second number was added to the beginning of the seven new FFC codes from FHWA, they are: Four (4) to indicate rural routes and five (5) to indicate urban routes.
