Polygons represent the Regional Transportation Planning Organizations (RTPOs). RTPOs are responsible for transportation planning, growth management compliance within their jurisdictions, and the development and adoption of regional transportation plans. The creation of RTPOs was mandated by the Growth Management Act of 1990 and is codified in state law as RCW 36.70a.

Process_Description:

RTPOs are a requirement of state law. An individual RTPO consists of one or more complete counties. Kitsap County is part of two RTPOs. San Juan County is not part of any RTPO. RTPOs were created starting with a copy of the county boundary feature class available on the WSDOT Workbench. Individual counties were merged to create RTPOs that contain more than one county.
